This is the Cabildo in New Orleans, from an old, public domain photograph on the website of the Library of Congress. According to neworleanshistorical.org, the Cabildo was a "city prison complex for nearly two hundred years, across French, Spanish, and American rule." (neworleanshistorical.org/tours/show/121)
